Azerbaijan prevails over other countries in the region by its geographical location. Located on the territory of the ancient Great Silky Way it connects the countries of Europe, Asia and China. Azerbaijan also has a great role because the international North-South corridor that will soon become one of the most important transport corridors in the world passes through its territory. After gaining independence Azerbaijan as all countries went through serious economic crisis and in this connection in 1996 there were took preventive measures against the crisis that lasted more than 5 years and caused the expansion of transport complex of the country.

This expansion is directly linked with the realization of Europe – Caucasus - Asia transport corridor, development of non-government sector and also purposeful using of the available opportunities. For the purpose of creating and improvement of transport sector legislative base there were passed the laws on individual transport means, signed and ratified more than 50 international agreements and conventions.  For the purpose of pursuing a common state policy in road and transportation complex there was created Ministry of Transportation and was prepared transport development programs and strategy.
